Bollinger B4 eligible for $60K California voucher following HVIP approval

The Bollinger Motors B4 (above) has received HVIP approval in California, meaning it's now eligible for a $60,000 state cash voucher in addition to the $40,000 IRA federal tax credit.

Very few non-legacy commercial vehicle manufacturers are in the news as much as Bollinger Motors. The Oak Park, Michigan-based OEM is one of the few new companies in recent years to survive the challenging early days in an extremely challenging market, and the results speak for themselves. 

As customer deliveries of the pure battery-electric B4 Chassis Cab continue to take place, Bollinger has more good news to report: it has qualified for California's Hybrid and Zero-Emission Truck and Bush Voucher Incentive Project (HVIP)  This means the B4 is now eligible for a $60,000 cash voucher. 

Even more enticing is that when combined with the Inflation Reduction Act's (IRA) $40,000 tax incentive, customers in California only now qualify for upwards of $100,000 incentives. Bear in mind the B4 Chassis Cab carries an MSRP of $158,758.

“HVIP certification is another important milestone in our journey to grow our commercial truck electric vehicle market share,” said Jim Connelly, chief revenue officer of Bollinger Motors. “California has taken a leadership role in creating a market for commercial electric vehicles and will be a critical market for the B4. California and Bollinger Motors share a vision for more sustainable transportation options.”

The HVIP program, to date, has provided funding for over 120,000 clean vehicle purchases in the Golden State. It's fair to assume this program will continue once the next Trump administration takes office, but there's no survival guarantee regarding the federal tax incentives specifically earmarked for EV purchases for both commercial and passenger vehicles.

Along with the HVIP program acceptance, Bollinger has achieved several milestones in recent months, including:

  • Production launch on Sept. 16, 2024
  • Regulatory achievements including FMVSS compliance, receiving the Certificate of Conformity from the Environmental Protection Agency, and CARB certification (a direct pathway for HVIP approval)
  • An agreement for 145-vehicles to Momentum Group
  • An agreement for 70-vehicles to Doering Fleet Management
  • An agreement for 50-vehicles to EnviroCharge
  • The addition of Anderson Motors, TEC Equipment, Affinity Truck Center, Nacarato Truck Centers, Nuss Truck & Equipment, and LaFontaine Automotive Group as dealers and service centers
  • Working with Our Next Energy in Novi, Michigan, to supply battery packs
  • Providing full warranty coverage of the B4 chassis cab
  • Announcing Syncron as its warranty administration partner and Amerit Fleet Solutions as its mobile service provider

The B4 Chassis Cab comes powered by a 150 kW battery pack, AC Level 2 or DC fast-charging ability resulting in full battery strength in nine or two hours, respectively. Maximum range on a single charge is 195 miles. Total output comes to 323 horsepower and 675 lb-ft of instant torque. Payload capacity maxes out at 7,325 pounds. It has a GVWR rating of 15,500 pounds.

After approximately two weeks, a total of 176 owner-operators under their own authority, 113 owner-operators leased or assigned to a carrier and 82 fleet executives and 36 fleet employees from fleets with 10 or more power units had completed and submitted the questionnaire for a total of 407 qualified responses.
